The dynamic development of the world causes the necessity of changes in the Ukrainian high education system. These changes should be realized by the universities’ common actions.
Many steps were made with this issue by the rectors of the leading Ukrainian universities and the Ministry of Education and Sciences of Ukraine.
It is important to remind the example of consecutive actions for uniting the European universities by organizing European University Association (EUA) and, as the result, consolidation of Association of European Universities (CRE) and Confederation of European Union Rectors’ Conferences that took place in Salamanka (Spain) on March 31, 2001.
Six Ukrainian universities were invited to sign the Magna Charta Universitatum on September, 2008. Nowadays more than 500 universities around the world signed the Magna Charta Universitatum. 23 Ukrainian universities became members of the European University Association. Three main principles were proclaimed at the Magna Charta Universitatum, that are university autonomy, academic freedoms and responsibility of the universities for public life of their countries.
Petro Mohyla Black Sea State University was one of the organizers and started on the movement of defining the national Olbian Declaration of Universities «Academic Freedom, University Autonomy and Education and Science for Sustainable Development» for realization the fundamental obligations for embodying the main principles of Magna Charta Universitatum.
We have developed the documents as the Charter of Ukrainian Universities, the Olbian Declaration of Universities «Academic Freedom, University Autonomy and Education and Science for Sustainable Development», and the Framework for priority actions «Realization of the Olbian Declaration of Universities». The Charter of Ukrainian Universities is some kind of resume of the Olbian Declaration of Universities.
The creation of the Olbian Declaration of Universities and the Framework for priority actions corresponds to the world practice when the documents are divided into two parts. The first part is the Declaration with general statements, and the second one is the Framework where the universities’ obligations are determined.
Non-profit organization Observatory was created in Bologna with the purpose not to contradict the Italian legislation when Magna Charta Universitatum was signed. That is why we started the process of organizing all-Ukrainian non-profit educational and scientific organization «Ukrainian Universities Association» with the purpose not to contradict the Ukrainian legislation.
The uniting in Ukrainian Universities Association is the attempt to rally the universities’ creative potential into the free association people who are responsible for the changes at the universities. The Ukrainian Universities Association could become not just a retaliator but also a co-author of the ideas, those changes that are today very necessary for the Ukrainian university’s education in the conditions of academic freedoms and university autonomy.
We invite to sign these documents the leaders universities of Ukraine and around the world, scholars, heads of scientific, non-profit organizations and associations that function in the sphere of higher education.
